Umbrella Company vs PAYE: Why Most Recruitment Agencies Are Choosing the Wrong Battle

Most agencies default to internal PAYE without ever properly weighing it against umbrella. Here's what that comparison looks like.

Recruitment is a specialism. Payroll is a different specialism entirely. The two require different people, different systems, and different expertise. Yet many agencies continue to run both in-house, often without questioning whether that makes sense.

After years of working with agency directors, the conversation almost always comes back to the same fork in the road: do you want complete control of the payroll process, with all the cost and complexity that comes with it, or do you want to specialise in being a recruiter?

Those are completely different jobs. And where you decide to spend your time and energy shapes the way your business operates.

Why Do Agencies Stick With Internal PAYE?

It’s rarely a strategic decision. More often, it comes down to the worry of letting go, habit, or the assumption what you’re doing now is good enough.

The most common version of this conversation goes something like: “My accountant handles it for free.” That sounds efficient on paper, but when you dig a little deeper you quickly find the accounting is just processing timesheets and paying people. That’s it. It’s a transactional service, not a managed one.

There’s also the comfort factor of familiarity. When something goes wrong with payroll, you can walk down the corridor and speak to Carol in accounts. That feels reassuring. But that sense of security is largely an illusion. The compliance burden, the liability, the regulatory exposure: none of that disappears because someone in-house is handling the admin. It just means your agency is the one holding the risk.

Internal PAYE may feel safer, but that doesn’t mean it is in practice.

What Compliance Actually Demands Right Now

Legislation in this space moves quickly. IR35 reforms, incoming umbrella regulations, joint and several liability, and now the Employment Rights Bill: the list of things agencies need to stay on top of is growing every day and that doesn’t show any signs of letting up.

Running payroll in-house means you are solely responsible for tracking every HMRC update, interpreting every regulatory change, and ensuring every contractor engagement remains compliant. If you miss something, the consequences of that fall on you.

Working with a compliant umbrella partner changes that dynamic. At Ovio, we operate SafeREC-accredited processes with real-time oversight across every placement. Compliance is at the core of every single thing we do, rather than just being a nice-to-have bolt-on. That means keeping pace with regulatory shifts sits with the specialists, and unburdens your internal team to do what they do best.

The Administrative Weight Most Agencies Underestimate

PAYE administration can be a sustained drain on the people you need doing other things in your business where they’re more efficient. Tax calculations, payroll runs, payslip distribution, pension auto-enrolment, statutory payments: each one takes time and expertise to get right.

When you add up what that actually costs in staff hours, error correction, and management oversight, the “free” accountant or in-house setup often looks considerably less free.

Outsourcing to an umbrella provider removes that entire workload. At Ovio, we manage every element of contractor engagement and payment, so your consultants can spend their time building client relationships, winning new business, and placing talent.

Cash Flow and Contractor Retention

Contractor loyalty is fragile, and the fastest way to lose good people is to get the basics wrong. Late payments, payroll errors, or gaps in benefits cover don’t just cause inconvenience: they send contractors elsewhere, often quietly and without warning.

An umbrella model removes those failure points. Contractors are paid accurately and on time regardless of when your agency receives payment from clients, with tax deductions and statutory obligations handled as part of the same process rather than as separate moving parts. What that creates is consistency, and consistency is what keeps contractors happy, keeps assignments completed to a high standard, and keeps your agency getting referrals from people who’ve had a good experience. That kind of retention is genuinely difficult and expensive to replicate through an in-house setup, particularly when you factor in the cost of providing pension schemes, insurance cover, and employee perks directly.

Scaling Without the Fixed Overhead

The nature of recruitment means demand is rarely predictable, and internal PAYE structures don’t handle that well. They’re built around permanence: permanent infrastructure, permanent resource, permanent cost. That works when you’re running at capacity, but it creates exposure during quieter periods when you’re effectively paying for headroom you’re not using.

An umbrella solution moves with you. Onboarding contractors quickly during a busy period doesn’t require building anything new, and scaling back when demand drops doesn’t leave you carrying overhead you don’t need. That flexibility, without the long-term commitment, is something an in-house payroll function simply can’t match.

The Employment Rights Bill: What’s Coming Next

The Employment Rights Bill is expected to introduce more complex obligations around worker rights, pay transparency, and compliance reporting. For agencies still managing payroll internally, that means another wave of administrative demands landing on already-stretched teams.

For agencies working with a specialist umbrella provider, most of that burden is already handled. The question for agency directors isn’t whether these changes are coming. It’s whether they want to absorb them in-house or work with a partner built specifically to manage them.

Frequently Asked Questions on PAYE vs Umbrella

If the benefits of umbrella are so clear, why do so many agencies still run internal PAYE?

Mostly it comes down to inertia and familiarity rather than a deliberate cost-benefit analysis. Agencies often continue because it’s what they’ve always done, because an accountant is already handling it, or simply because the alternative feels uncertain. That reticence is understandable, but it usually doesn’t hold up once you start asking specific questions about what your current setup actually covers.

“My accountant does our payroll for free.” Is that actually a problem?

It depends entirely on what they’re doing. If they’re processing timesheets and paying people, that’s a transaction, not a managed payroll service. It won’t typically include real-time compliance monitoring, contractor benefits, statutory obligations, or IR35 oversight. Knowing the difference between a transactional service and a fully managed one is worth the conversation.

Does moving to an umbrella model mean losing control of our processes?

You’re trading a different kind of control. With internal PAYE, you control the process but carry all the risk and resource cost. With a compliant umbrella partner, you retain full visibility over your placements and contractor relationships while the specialist handles the complexity. For most agencies, that’s a more productive use of what control actually means in practice.

How will the Employment Rights Bill affect agencies still running internal PAYE?

The bill is expected to introduce more detailed obligations around worker classification, pay transparency, and compliance reporting. Agencies managing payroll internally will need to absorb those requirements directly. Agencies working with a specialist umbrella provider will largely have those obligations managed as part of the partnership, which frees up internal teams to focus on growth rather than regulatory administration.
