They’re right to. The sector has a reputation problem because some operators have made a meal of it — tax avoidance schemes, hidden deductions, mini-umbrella fraud, the lot. We are very much not those people. When your agency is putting together its PSL, the bar should be high. There’s no official HMRC list of approved umbrella companies (anyone telling you otherwise is fibbing), so the question of what makes a good umbrella company in the UK becomes: who actually proves they’re compliant? We do, on every single payslip, through SafeRec real-time audits. With JSL coming and the Employment Rights Bill piling more liability on employers, having a genuinely compliant umbrella partner on your PSL stops being nice-to-have and starts being the whole point. WHAT WE DO FAQS Access all our latest thinking, expert insights, and more. What is umbrella payroll? It’s where an umbrella company (us) becomes the legal employer of your contractors, runs their pay through PAYE, deducts tax and National Insurance, and gives them all the rights of an employee. Your agency stops carrying employment risk and admin; your contractor gets a clean, compliant payslip. Are you on the HMRC list of approved umbrella companies? There isn’t one — HMRC doesn’t run an approved list, despite what some providers imply. What HMRC does publish is a list of named tax avoidance schemes to avoid. We’re not on it, never will be, and we go further by being SafeRec-certified, which is the closest thing the industry has to an independently audited compliance standard. How does an umbrella company work for contractors inside (or outside) IR35? For inside-IR35 contractors, umbrella is usually the cleanest option — they’re employed by us, paid through PAYE, and IR35 stops being their problem. Outside-IR35 contractors can still use umbrella if they’d rather skip the admin of running a limited company. Either way, we sort it. Can Ovio help with international payroll? Absolutely. We support workforce engagement in over 100 countries, handling local tax, compliance, and payment logistics so you can go global without the admin nightmare. What’s the difference between PAYE Umbrella and PEO? Great question, and one we hear a lot. Both models involve outsourcing payroll and employment, but here’s the breakdown: PAYE Umbrella: The worker is employed by the umbrella company and paid via PAYE. Agencies or client’s contract with the umbrella, who then contracts with the worker. You’re one step removed from direct employment. We handle all the payroll from a single Assignment Rate. This means that payslips are more confusing as we show a full reconciliation of pay including employer’s deductions. PEO (Professional Employer Organisation): We still employ the worker, but we charge the client separately for employers’ costs, pension, holiday pay, and our fee. Meaning the worker’s payslip looks more like a traditional one. No confusing uplifts or breakdowns. Just a simple gross-to-net. TL;DR: Same employment. Same compliance. PEO = a cleaner payslip and simpler experience for the worker.
